To me it seems like it might work, but I'm concerned about hanging weight on the bumper like that because of the way its only hung on a somewhat flimsy rear panel and "reinforced" with triangular gussets. in otherwoprds, wouldn't doing it this way cause the floor to get pulled up, and the rear panel pulled out?

The weight of that bar stock would be enough to distort the rear panel. A thick wall 1 inch tube attached to the rear spring brackets and supported by the bumper gussets would be a better approach. It would still be of limited capability. Possibly a fold up trailer from Harbour Freight would work.

It would be worth the price just to get the chrome bumper pieces (if the come with it).

Not a bad start to a hitch, but no triangulation at all. I don't think I would put a bicycle rack on it, let alone any kind of a trailer. OTOH, a couple pieces of angle iron with a reinforcing plate to distribute some of the load across the boot floor might work with this.
