Hi AC - have you put new rubbers on the master cylinder pistons? I know that when I did mine a few years back the brake piston got stuck in the master cylinder and I had a hard job getting it out . I then had to move the piston back and forth to get it to move smoothly - it sounds as though yours is sticking too.
Cam Cunningham

The pedals should have tension springs near the top above your toes, so the pedals should always return to top position even if something else is sticking.

If the master cylinder was recently rebuilt there is a good chance tat the piston is sticking in the bore to prevent return. Cure for that is repeated cycling. See here: http://mgaguru.com/mgtech/hydraulics/ht204a.htm
