MG MGA - Wheel question

I'm no mechanic by any means, so I'm looking for a place to start here. I've been taking my wire wheels off my 1500 roadster to clean them. When I took off the right front, I noticed that the wheel "drags" a little when the car is jacked up and I turn the wheel by hand. The left front is fine. brakes or bearing? I'd like any advice on how to start troubleshooting this.

Back off the brake adjusters so the shoes are not touching the drum. If it then turns freely, the bearings are okay. If it still drags, then remove the drum. If the bearing hub still drags it's a bearing problem. If the hub turns freely, then the drag was in the brake shoes.
