I took this photo in maybe 1998/99, at Snetterton, I think it was in the Phoenix championship, anyone know the current owner as a former owner of this car would like to get in touch!

I now think it is Graham Coles after a few minutes research, can anyone confirm this?

I believe you are right. The car runs a 5 Main MGB engine with a Cross Flow Head. It was featured in an MG magazine. the car is prepared out of " Bumper to Bumper" I believe.
