MG MGB Technical - Runs Hot/Won't Start

My 76 midget Special seems to run quite hot. The temp gauge shows a normal temp but you can't even touch the hoses under the hood after even a short run. You could fry a steak on the hood as well. I have had the rad flushed and filled. Levels are good. Just seems extremely hot. As well, it sometimes won't start when hot. I will try the tests listed on another thread but am a little concerned about the heat. I just got the Midget about a month ago so am quite new to this hobby.I had a fuel prob where the mechanical pump didn't always work, so I bypassed it with the SU electric fuel pump that the previous owner installed. As well, It was a California car and has emmission controls on it. The previous owner just removed the belt from the pump. Can I remove all of the emissions equipment? Not needed here. I have many questions, but I'll start here for now. Thanks to all who can help.
