MG TD TF 1500 - Chassis Fuel Pump Bracket - TF

Does the foot of the chassis mounted fuel pump bracket (TF-1500) sit on top of the flange that is welded to the chassis, or does it attach to the bottom of the flange?

Here is a photo from a recent post. Can't see if the bracket is attached above or below the flange.
