MG TD TF 1500 - Radiator Restoration

When I got the radiator cleaned up I noticed that the side mounting plates, those plates that have 3 slotted holes in each plate on each side of the radiator, appear to be chrome plated on the inside, then painted over in black chassis color paint. Is that correct, should I over paint? Or should they somehow be removed and replated and not over painted.

The only item to be plated around the radiator is the grill shell itself and the two headlight attachments that bolt to the crossbar..
Sounds like somebody did sombody wrong somewhere.
That could be the title for a new country MG song.
